Historically black colleges and universities once again received a disproportionate share of the sanctions, despite the numerous breaks and advantages the NCAA has afforded to low-resource institutions, including a longer transition period to meet higher APR benchmarks, additional penalty filters, and supplemental grants earmarked for academic support.
